Courtney O’Donnell: Boy Scouts and Transgender?

If you blinked, you might have missed it in the local news. The Boy Scouts of America (BSA) got another very public black eye and this time it was an order from the Oregon Supreme Court for the public release of their “perversion files” — a 20-year record of suspected child molesters from within the BSA not shown to anyone outside the organization.

So, what does this have to do transgender individuals? Apparently, a lot. But first, a quick back story.

The BSA won a court victory a few years back that legally allowed them to exclude LGBT people from participating in the Scouts. This, of course, was a relatively huge setback for LGBT activists. However, the BSA paid dearly for this victory as negative public reaction dried up their usual sources of operating funds as organizations distanced themselves from this legalized discrimination — United Way comes quickly to mind as they promptly cut the Scouts off.

Since the court victory however, the BSA has been hammered with sex abuse allegations and related court cases, including a recent $18.5 million payout to a local victim in Portland, Oregon. That case involved former assistant Scoutmaster Timur Dykes who has admitted to molesting at least 17 boys. It was the Dykes case that attracted media attention to the existence of the “perversion files” — supposedly 1,200 names and 20,000 pages. Media organizations, including The Oregonian and The New York Times, filed a lawsuit to get the files released. While the BSA fought to keep the files sealed, a Multnomah County judge, and later upon an appeal from the BSA, the Oregon Supreme Court, ordered the files released.

When I first wrote about the Oregon Supreme Court ruling, I was a bit surprised at the comments that came in; a fair number of trans people noted they were former Boy Scouts, some even reaching the highest rank, Eagle Scout. Many went on to leadership roles. All this was surprising to me. I did not think boys with gender identity questions would be inclined to participate. Yet many remember their days with the Boy Scouts fondly.

“I was a Boy Scout and obtained Eagle, held tons of leadership roles as a youth…” “I’m an Eagle too…I am a closeted transgender Eagle Scout…” “I am a Life Scout and have been staff on several leadership courses…”

“I was a Life scout too, and have had several leadership

positions. . . .”

At the same time, others are saying this: “…shameful to admit to being a part of the organization.” “… reports like this make me ashamed to be an Eagle Scout.” “I feel ashamed to admit I was ever a part of the Boy Scouts…”

The pattern is quite clear. Many trans people found the Boy Scouts worthy of enthusiastic participation earlier in their lives only later finding themselves perplexed after being tossed overboard by the BSA’s anti-LGBT stance. Now they are disgusted with the BSA’s handling of sex abuse incidents within the organization.

While there are those that are quietly working to persuade the BSA to change their stance on LGBT members, I’d say there’s been a setback. For those of you looking to participate in some form of scouting activity, look no further than the Girl Scouts. They’re on record of welcoming both trans kids and adults.

State investigates bar after owner tells transgender patrons not to return

THE GUERRILLA ANGEL REPORT — Did a supposedly LGBT-friendly bar really kick out their regular transgender patrons? It took a while for all the details to come out, but now after putting the pieces together, I think the bar owner, perhaps somewhat ignorant of the law, simply stepped over the line.

Christopher Penner, the owner of Portland, Oregon’s P Club, allegedly left voicemail messages for a transgender patron asking that her regular group of trans people not to come in on Friday nights anymore. Here’s a transcript of one of the voicemail messages:

“I’ve done some investigating why my sales are declining and there’s two things I keep hearing: People think that a) we’re a tranny bar or b) we’re a gay bar. We are neither. People are not coming in because they just don’t want to be there on a Friday night now.”

A KATU television reporter who previously talked with Penner, listened to the recording and stated on the air that it sounds just like Penner.

In response to media inquiries, Penner says the club doesn’t discriminate, and that half of the staff was gay or lesbian.

In response to an inquiry by Willamette Week, Penner said this: We don’t discriminate for anything other than if they cause business to go down. But that’s for anything.”

Now that is telling,  “. . . for anything other than if they cause business to go down. . . .”, because doing just that would be against the law.

After Penner made that statement, his lawyer told him to stop speaking to the press.

KATU’s report states the person on the voicemail identified himself as “Chris”. The TV station also identified two of the transgender patrons: Cassandra Lynn and Victoria Nolan, with the former being the one who filed the complaint.

The Oregon Bureau of Labor and Industries began its investigation into the matter on Wednesday. Oregon state law bans discrimination due to sexual orientation or gender identity.

Singer k.d. lang moves to Portland, Oregon

THE GUERRILLA ANGEL REPORT — Portland, Oregon, is ‘one of the most Canadian cities in America’ says singer k.d. lang who recently moved into Portland’s Pearl District from Los Angeles.

“I’ve always felt comfortable here” lang tells interviewer Kristi Turnquist of The Oregonian. “A perfect city” she says. A long attraction and strong resonance with Portland after years of gigs here was enough for her to just pack up and come — her first choice, actually, when it came time to move on from LA.

The Canadian-born four-time Grammy award winner and LGBT activist says she only knows very few people personally in Portland, but my hunch is that, like it was for many of us, she’ll fit in as if she lived here her whole life.

Portland, Oregon: First transgender state board member, first lesbian fire chief

THE GUERRILLA ANGEL REPORT — And these appointments occurred quietly, seemingly without anyone batting an eye. And this is how it should be done — selected without public attention to gender identity or sexual orientation. I’m making note of here to measure how far we’ve come, at least here in Portland and in the state of Oregon.

Trans woman, and spokes person for Basic Rights Oregon, Sasha Buchert was appointed to the Oregon State Hospital Advisory Board by Oregon Governor John Kitzhaber. This action appears to make her the first openly transgender Oregonian appointed to a state board. Buchert: “I’m very proud to crack that barrier if its true I’m first.”

Also, Portland City Commissioner Randy Leonard appointed current Fire Marshal Erin Janssens to be the first-ever female fire chief. While the decision surprised some within the department, but not too many people are second guessing Commissioner Leonard because after all, he was a firefighter himself for the city and also served as their union president for 12 years before being elected to city hall. Janssens who was one of the first female firefighters hired by the city says about her gender and sexual orientation: “That hasn’t been an issue at all. We work together really well in the Fire Bureau.”

Preventing transgender teen suicide means working with trans kids long before they hit puberty.

TransActive is a Portland, OR area non-profit focused on trans youth.

THE GUERRILLA ANGEL REPORT — Staggering fact: 83% percent of teens who think their bodies don’t match their minds gender-wise consider suicide. The key to prevention according to TransActive, the only transgender youth nonprofit in the country, is reaching the kids before puberty.

Jenn Burleton, Executive Director of that Portland, Oregon trans youth organization, was interviewed in The Portland Mercury this week about the options and steps for kids and their parents. This included a discussion of the “puberty blockers” option that is becoming more common.

In the interview Burleton said parents sometimes can notice  a potential trans child as early as 18 months and of the 83 percent of teens who consider suicide, 41 make an attempt.

Portland-specific information indicated there are 3200 trans kids in the area with Portland having the largest trans population (overall youths and adults)  in the United States. They are currently reaching 70 families leaving some 3100 kids possibly without much guidance.

She also mentioned the three-year-old Oregon Safe Schools Act  which says every child in the state can express their gender however they want.

I urge those seeking help check this organization out and pass along its existence to those that would benefit from its services.

Oregon Gov. John Kitzhaber suspends capital punishment for duration his term.

THE GUERRILLA ANGEL REPORT — Oregon Gov. John Kitzhaber: “Let me be clear, I had no sympathy or compassion for the criminals or for anyone who commits the most heinous of acts – taking the life of another person.”

Gov. Kitzhaber, a former E.R. doctor believes the system is unfair and points out that the two most recent executions were convicts who wanted their executions to proceed.

Kitzhaber:  “Both were during my first administration as Governor, one in 1996 and the other in 1997. I allowed those sentences to be carried out despite my personal opposition to the death penalty. . .
They were the most agonizing and difficult decisions I have made as Governor and I have revisited and questioned them over and over again during the past 14 years.”

THE GUERRILLA ANGEL REPORT — “Austin Unbound” documents a deaf man’s choice to get a double mastectomy.  The film will premiere Saturday, November 12th  at 7Pm and Sunday, November 13th at 3PM in Portland, Oregon at the Hollywood theatre. The film will also show Tues Nov. 15th at the Portland Art Museum. There will be a wrap party Sunday at The Crush starting at 6PM.

Portland Or. police trying ‘step back’ approach dealing with the mentally ill.

THE GUERRILLA ANGEL REPORT – “Portland police twice walked away from confronting a mentally-ill man who had alarmed neighbors . . . The go-slow, deliberative response marked a dramatic change in Portland police practice as the bureau strives to figure out how best to respond to calls involving people in mental health crisis.” 

I’ve expressed concern a number of times of the way police handle confrontations with the mentally ill in our society. Too often such encounters end bad. This includes a homeless lesbian woman who was killed by the police in NYC a few days ago. “It is a big shift. This concept of maybe walking away has not been a typical response for law enforcement” — Portland Police Central Precinct Cmdr. Robert Day.

It’s about time something new is tried, even though it goes against conventional thinking (and police training).

Portland Mayor candidate Eileen Brady dodging personal responsibility.

THE GUERRILLA ANGEL REPORT — This is disturbing to me — quote:  “Asked what voters should make of the incident, Brady focused on the officer, not her actions.

There is no doubt Portland mayoral candidate Eileen Brady ignored signed posted in the area and the initial request from the law enforcement officer. If elected mayor, she will be responsible for assigning a city commissioner to run the Police Bureau, and could assign herself.

From Willamette Week — contents of the police report:  “At about 7 pm on June 3, 2003, [Portland Police Officer] Lackey was patrolling Waterfront Park on a bike. He was just north of the Hawthorne Bridge, asking riders to walk their bikes. 

“While I was talking to a bicyclist on the seawall, I saw Ms. Brady approaching me—riding her bicycle,”  Lackey wrote in his report. “Ms. Brady looked at me and I told her, ‘Please walk your bicycle until you reach the Hawthorne Bridge.’ Ms. Brady looked away from me and continued riding her bicycle southbound.”

Lackey wrote that he got on his bike, pursued Brady and caught up with her about 300 yards from where he asked her to stop and get off her bike. Along the way, he passed two signs that read “No Bicycles, No Skateboards, No Rollerblades.”

“I rode up alongside Ms. Brady and asked her if she didn’t hear me when I asked her to walk her bicycle,” Lackey wrote. “Ms. Brady said, ‘You scared the shit out of me!’ This was said in front of two children.”

Brady stopped and Lackey parked in front of her.

“She said, ‘I want your name and badge number!’” Lackey wrote. “I asked her if she wanted to take this situation ‘that far.’ She said, ‘Yes I do!’”

Lackey asked to see Brady’s identification. 

“She first made a phone call and told her son to start recording the conversation,” Lackey wrote. 

Then Brady invoked her City Hall connections.

“Ms. Brady also told me she was ‘close friends’ with three (3) city commissioners and would hope that my decision would be influenced,” Lackey wrote.

After that, his report says, “Ms. Brady threw her bicycle to the ground when I asked for her I.D.” At that point, Lackey wrote her a 30-day exclusion from the park.”

Police spokesman Sgt. Pete Simpson on the matter: “The prohibition on bicyclists in that area during Rose Festival has been long-standing, the officer gave Ms. Brady opportunities to comply, and they were not taken.”

Mayor’s race in Portland, Or. Anyone else want to jump in?

THE GUERRILLA ANGEL REPORT — Our choices: A guy who didn’t start voting until recently (Jefferson Smith), a guy who did vote in Oregon, but claimed residency in another state (Charlie Hales), a woman who got banned from a city park for not complying with a police request during a crowded situation (Eileen Brady).

We’re off to a dubious start. Maybe one of these candidates will eventually become an excellent mayor, but I’m less than pleased at the moment here.
Randy Leonard, maybe you ought to jump in? Earl Blumenaur, come home? Sam, second thoughts?

Attn: Phil Knight (founder of Nike), it’s the wrong kind of green!

THE GUERRILLA ANGEL REPORT — Nike’s 177 acre campus in Beaverton Oregon is circled by a berm and  a wide swath of the lushest green lawn on the planet (see photo). The chemicals and water needed to maintain this border isn’t  Earth friendly! Mr. Knight, why not replace it with something more ecologically sensible?  Vegetables? Compost piles? Or replant with native trees? Or, if you must have a lawn, astroturf!

DRIVE BY PHOTOS: “Rare” view of Portland, OR skyline and Hawthorne bridge

Portland, Oregon and Hawthorne bridge.

While hundreds of thousands of people get a glimpse of this perspective every day from the Marquam bridge, they’re usually in cars moving, with a concrete median and chain link fence obstructing the bridge. Once in a while when you’re in a vehicle high enough driving slow enough, you can snap a picture like this one! The Hawthorne bridge, by the way, is one of the most bike-traveled bridges in the country, pushing 10k bikes cross this bridge every day.
