Missouri county passes pro-trans ordinance in chamber full of opponents

THE GUERRILLA ANGEL REPORT — St. Louis County (Missouri) Council passed a gender identity and sexual orientation protection ordinance in a packed chamber full of vocal opponents who, during their turn at the mike, quoted the bible, connected transgender and LGBT citizens to pedophiles and the practice of bestiality.

In the end though, a majority of council members –  Kathleen Kelly Burkett, Mike O’Mara, Pat Dolan and Steve Stenger — voted for the ordinance which brings county residents not yet covered by existing local trans protection laws into the fold.

Councilman Pat Dolan: “This is about protecting individuals who live in St. Louis County. It doesn’t matter what walk of life you come from, what matters is that all citizens regardless of sexual orientation and gender identity are protected from discrimination.”

[UPDATE Nov.30th -- She resigns again!] New transgender NH legislator decides not to resign after all

THE GUERRILLA ANGEL REPORT — [UPDATE (Nov. 30) -- She resigned again. See below.] The on again, off again short political career of newly elected New Hampshire state Rep. Stacie Laughton is apparently on again. Her words: “I’m reconsidering, and I’m seeking the advice of professionals and through social media.”

Laughton made the news shortly after being the first trans person elected to the statehouse. From The New Hampshire News: On Laughton’s Facebook page, she asked her 1,368 friends Wednesday whether she should give up or continue. Four hours later, nine people had urged her to stay put and explore the legality of the situation.

Republicans in the state are still calling for Laughton to resign. Felons are allowed to run for office in NH under certain conditions. Apparently the state Attorney General is reviewing the matter. Their decision likely to be the final arbitrator of whether Laughton decides to stay or go.

Laughton is schedule to appear on a local TV show to explain her decision on Nov. 29th if my information is correct.

“Those who thought she should vacate the N.H. House seat got their wish Thursday when Laughton signed her resignation letter on a local cable access television station.”

20-year-old NYC transgender activist death case may be reopened

THE GUERRILLA ANGEL REPORT — Piecing this together from two rather thin sources, it appears the 1992 death of NYC trans activist Marsha P. Johnson might be getting looked at by the Manhattan DA, reportedly with the NYPD’s blessing.

The number of unanswered questions has disturbed the trans community ever since police ruled the death a suicide following the discovery of her body in the Hudson river in 1992.

Johnson is known for being one of the Stonewall Riots pioneers. She was also one of the founders of Street Transvestite Action Revolutionaries.

This is pretty much all there is on the reopening of the case. I hope there is an official word from the DA or NYPD on the matter shortly.

Courtney O’Donnell: A Sobering Number

THE GUERRILLA ANGEL REPORT: (I wrote this for Just Out.) The number of transgender kids, or rather, children with gender expression not conforming to society’s “set rules,” is said to number 3,200 in the Portland area. That’s a pretty big number of kids having to deal with very adult issues — something even adult trans people have difficulty dealing with.

Throw in bullying, social peer pressure, and clueless parents into the mix and it is not surprising that by the time they are teens, 80 percent of those who think their bodies don’t match their minds gender-wise consider suicide. A sobering number.

No parent can possibly be expected to deal with their child’s gender expression or gender identity questions on their own. Likewise, educators, social workers and caseworkers are not always ahead of the curve on all things transgender either.

The key to suicide prevention according to Portland’s TransActive, one of the few transgender youth nonprofit organizations in the country, is reaching the kids before puberty. The group’s Executive Director, Jenn Burleton, says they exist primarily to improve the quality of life of transgender and gender nonconforming children. She says parents sometimes can notice a potential trans child as early as 18 months.

TransActive offers options and steps for kids and their parents that not only ease the struggle, but gets the kids off the, sadly, well-trodden path that leads to a second sobering number; over 40 percent of all transgender people attempt suicide.

“TransActive provides a comprehensive array of in-house counseling, case management and medical referral services, educational workshops, training and professional speakers, child and family advocacy and support to transgender and gender non-conforming children and youth, their families, allies, community organizations and helping professionals,” their website says.

I’m seeing their weekly group meetings of transgender kids as one of the highlights of the programs offered. Just knowing there are other trans kids like them out there having the exact same struggles is a huge self esteem boost. They will come to realize the “problem” isn’t them at all, but rather society’s ignorance.

TransActive also has similar group meetings for parents, siblings and others at a loss for what to do. Counseling is offered to help them make the adjustments needed to support their child’s or sibling’s gender expression. The training and workshop programs for those in the community working with trans people are invaluable as well.

Burleton has spoken out about the consequences for children who are bullied and are victims of prejudice. Kids have rights, she says, and mentions the Oregon Safe Schools Act, which says every child in the state can express their gender however they want.

TransActive is currently reaching 70 families, leaving some 3,100 Portland area kids possibly without much guidance. Hopefully, Portlanders with trans kids will take advantage of the wealth of resources we have for them in our own backyard.

Trans anti-discrimination: Australia proposes national law; Syracuse, NY passes law

THE GUERRILLA ANGEL REPORT — In Australia this week, new national gender diversity legislation was proposed to fix inconsistent existing laws. By unifying all state and territory laws into one national law, trans and LGBT Australians will have the strongest anti-discrimination protection to date.

The city of  Syracuse, NY this week passed a law that prohibits discrimination based on one’s “actual or perceived sex, or their gender identity or expression.” This law amends an existing 1990 anti-discrimination law that excludes transgender people. The new law prohibits discrimination in, among other things, housing, employment, and public accommodations.

Mayor Stephanie Miner: “It is an honor to serve as mayor of a city that has such a commitment to diversity and protecting our transgender brothers and sisters. This legislation will continue our longstanding efforts to ensure all Syracusans are able to live and work in a safe environment and send the message that we are a community which cares and will not tolerate discrimination.”

Appeals court overrules anti-trans “If you’re born male, you stay male” judge

THE GUERRILLA ANGEL REPORT — You remember this Oklahoma judge — the one who is denying trans women legal name changes, including one last summer, because “you can’t change what God gave you.”

In one case Judge Bill Graves told trans woman Angela Renee Ingram: “If you’re born male, you stay male, according to the study I’ve done on DNA. If you’re born female, you stay female.”

However, an earlier case in which Judge Graves also denied a name change request (Christie Ann Harvey) has been overturned 3 to 0 by the Oklahoma Court of Civil Appeals.

In both cases, Judge Graves stated that sex reassignment surgery does not change DNA therefore a name change would be for fraudulent purposes.

The appeals court, however, said Judge Graves abused his discretion in denying Harvey’s name change.

Oklahoma Court of Civil Appeals Judge Kenneth Buettner: “The trial court’s finding that Harvey sought a name change for an illegal or fraudulent purpose is not supported by the evidence . . .”

The higher court ordered Graves to allow the name change.

I’d say the higher court spoke loud and clear to Judge Graves. It’s likely the appeals court will eventually overturn Ingram’s denial as well. Voters in Oklahoma would be wise to retire Judge Bill Graves at the next opportunity.

Killer of Miami Beach trans woman arrested

Police arrested Miguel Pavon for the brutal murder of trans woman Rosita Hernandez

THE GUERRILLA ANGEL REPORT — DNA and the victim’s obsession with cleanliness helped Miami Beach, Fla., Police nail the killer of trans woman Rosita Hernandez.

Police say it was Miguel Pavon who stabbed Hernandez last March in her South Beach apartment. He is charged with murder and is being held without bond. Although Hernandez’s sex worker status complicated the case, her friends were able to point out enough evidence in her apartment for the police lab to get a DNA match.

Pavon was already in jail on another charge when the DNA match was made.  Pavon previously gave the police a sample of his DNA over a year ago when he was being investigated for an earlier murder of a different person. Police did not state if the Hernandez murder was a hate crime following his arrest.

A Transgender Day of Remembrance Perspective from a Writer

THE GUERRILLA ANGEL REPORT — [I wrote this for Wipe Out Transphobia] During 2012, I’ve written twenty articles on the deaths of twenty different sisters killed during the course of this period. I also know that a year from today, 20 more articles will be written. It’s one thing to know of the statistics of transgender deaths, but it’s another thing to keep tabs on it, week after week. On top of it all, 20 is a mere fraction of the number of trans people killed each year. So some have asked me why a weekly accounting when TDOR once a year serves the same purpose? My answers:

1) Education and awareness. Every trans person needs to be reminded frequently of the danger they face, almost from the minute they wake up in the morning because many are killed, seemingly safe in their own homes.

2) Every death matters. Each victim leaves friends, families and colleagues behind. Even the simple mention of the victim’s correct name in print is something the survivors can grasp in immediate aftermath. Time and time again, survivors note their appreciation of their loved one’s name being kept alive, even months after their passing.

These two things are the least I can do until Transgender Day of Remembrance, which then brings permanence to each victim’s name and memory.

Courtney O’Donnell: Transgender Day of Remembrance: A Reporter’s List

THE GUERRILLA ANGEL REPORT — [I wrote this for The Huffington Post.] I had the unpleasant task of having to report on 20-odd transgender deaths during the past year. Sometimes, just presenting the victims’ names and how they died is enough to convey the importance of observing the Transgender Day of Remembrance.

This list is by no means a complete list. I should also point out that not everyone agrees on which types of deaths ought to be included in such lists. I’ve included domestic violence and suspicious deaths but excluded suicide. I’m starting with the most recent death and working my way back to November 2011:

Cassandra: Found burned in a forest near Rouen (Normandy) in France. The exact cause of death was not disclosed.

Malena Suarez: Found stabbed to death in her home in Carolina, a suburb of San Juan, Puerto Rico.

Janette Tovar: Murdered by her partner during a domestic dispute in Dallas, Tex. Her death was caused by blunt force trauma to the head.

Madona (aka Madonna): Died in a hospital in Aracaju, Brazil, of head injuries after an unknown group of people attacked her with stones.

Serap: Bled to death from a slit throat in Antalya, Turkey.

Kyra Cordova (aka Kyra Kruz): Found shot in the head in Philadelphia’s Frankford area.

January Marie Lapuz: Died in a hospital after being stabbed at her home in the area of New Westminster, B.C., Canada.

Deja Jones: Shot to death in Miami, Fla., seven blocks from her home.

Donta Gooden (aka Tiffany Gooden): Stabbed to death in the K-Town area of Chicago. Her body was found in an abandoned building.

Vuyisa Dayisi: Found dead in her home in Duncan Village, South Africa.

Secil Anne:Throat was cut open and her face disfigured by a knife at her home in Antalya, Turkey.

Lorena Escalera: Found by firefighters in bed using thermal imaging after her building caught fire in Brooklyn, N.Y.

Brandy Martell: Found shot to death in Oakland, Calif.

Paige Clay: Found shot to death in the head in an alley in Chicago, Ill.

Coko Williams: Found shot to death outside a home in the Parkhurst area of Detroit, Mich.

Tyrell Jackson: Shot to death near Palm Beach, Fla.

Rosita: Stabbed to death at her home in the South Beach area of Miami, Fla.

Agnes Torres Sulca: Tortured before she was killed, her body was found in a ravine near Atlixco, Mexico.

Deoni Jones: Stabbed at a bus stop in Washington, D.C.

Sonia Masi: Shot to death in Gujarat, India.

LAPD says ‘Western Bandit’ killed trans woman one year ago

LAPD says the “Western Bandit” killed trans woman Cassidy in 2011

THE GUERRILLA ANGEL REPORT — The LAPD has tied the death of trans woman Cassidy who was killed exactly one year ago on West Lexington Avenue in Hollywood during an armed robbery to a violent suspect who has terrorized the area with a string of robberies. The suspect is dubbed as the “Western Bandit” after the area he has conducted most of the robberies in.

The same night Cassidy was killed, another trans woman was shot at on Santa Monica Blvd., but no one was injured. The LAPD said the guy is quick to use his gun and that three of his robbery victims were transgender.
The LAPD said to the LA Times: “We have no evidence to suggest that this guy is specifically targeting people because of their sexual orientation, however we are greatly concerned.”

The Western Bandit is a black male, approx. 5-10′, stocky, and believed to be between 35 and 40 years old.

THE GUERRILLA ANGEL REPORT — I’m a big fan of androgyne portraits. There’s just something about this type of photography that often leaves people questioning their “norms.” If they’re left confused and unsure after viewing such things then perhaps they, and society as a whole, ought not make judgements based on gender at all.

The “Gender Studies” exhibition by Bettina Rheims is a portrait series of people that evade categorization of being male or female. While this particular show is in Berlin, running now through Dec. 1st, (Camera Work, Kantstraße 149, 10623 Berlin – Germany) there are a bunch of transgender/androgyne-themed photos at the links below and the photographer’s home page that is worth a look-see!

See below. ] Voters in New Hampshire elected Stacie Laughton to represent them in the state House of Representative making her the first openly transgender to hold state level office. Laughton, a Democrat, reportedly defeated her Republican challengers easily.

Laughton: “I believe that at this point, the LGBT community will hopefully be inspired. My hope is that now maybe we’ll see more people in the community running, maybe for alderman. Maybe in the next election, we’ll have a senator. . . . We are people, too, who still have talents and ideas. And I hope that people won’t be afraid to get into politics, or any other position, for that matter. I want the community to feel inspired.”

University of New Hampshire’s political science professor Marla Brettschneider: “It’s a really historic moment for Nashua and New Hampshire and the nation to start to really reimagine what citizenship and leadership can look like.”

UPDATE — Nov. 24, 2012 [It is not my intention to judge anyone here, however, this story is being covered in the local media and I would be doing my readers a disservice if I didn't keep everyone informed.)

"Newly elected state representative Stacie Laughton, a Gate City Democrat, has been getting national attention since her win earlier this month, which made her the first openly transgender elected official in the state.

But this weekend, that attention turned negative after a story in the Laconia Daily Sun revealed that Laughton served four months in jail in 2008 on felony charges of conspiracy to commit credit card fraud."

Laughton's Facebook response: “I am sorry for the people that can’t let my past go. I have made mistakes just like everyone else. No one is perfect. I don’t want to talk about my past nor do I care about my past. I live for today and my future. If you want to talk about me please by all means do so. At least your leaving someone else alone. That is all I have to say about it.”

UPDATE-2, Nov. 27, 2012. Newly elected NH state legislator to resign!

From The Huffington Post: "New Hampshire's history-making transgender state representative has announced she will resign after news of her criminal record surfaced. As Nashua Patch is reporting, State Representative-Elect Stacie Laughton decided to step down after it was revealed that she had served four months in Belknap County House of Corrections following a 2008 credit card fraud conviction. Laughton said she will formally resign her seat via a letter to be sent to the Secretary of State's office . . ."

Trans woman sues U.S. federal gov’t over tasering by park ranger

THE GUERRILLA ANGEL REPORT — I first reported this story a year ago — a video taken by a cell phone clearly shows trans woman Brooke Fantelli being tased by a Bureau of Land Management Park Ranger, now identified as J. Peter, following a confrontation. Fantelli claimed the ranger tased her because ‘she used to be a man’ and is now suing the ranger and the federal government.

I wrote then the gist of what the video showed: ‘A trans woman standing still, outside of her vehicle, with her hands held high in the air, is tasered in the abdomen.  Shortly after she fell to the ground, she was tasered again in the crotch.’

I also suggested that Fantelli didn’t appear to be an immediate threat to the two BLM rangers in the video — clearly something that did not warrant this kind of force. It appeared to be a BLM blunder and I suggested they settle the matter.

In the months that followed, there was no further news from the BLM or Fantelli on the matter, even though I searched a couple of times. And now, a year later, the lawsuit.

I have this feeling that we are missing quite a bit of other information that would give us a clue as to what exactly transpired in that incident. As a result, I no longer know what to think about this. We may have to wait for the outcome of the lawsuit.
