THE GUERRILLA ANGEL REPORT — Not the former vice president who served for decades in public service, not former House Speaker Newt Gingrich, nor a doctor or administrator of a federal agency, but rather, I. King Jordan, the retired president of a small college that is wholly funded by the federal government.

Gallaudet University in Washington D.C.  serves deaf students. It receives $120 million dollars of taxpayer money each year while its drop-out rate is among the worst of all brick and mortar colleges. Towards the end of the school year the Gallaudet undergraduate student total is usually a couple hundred kids under 1,000. Indeed, the enrollment rate, graduation rate and retention rate has reportedly been in a free fall since the 1990s. To top it off, the educational outcomes have historically been woefully poor, especially in the area of English literacy. Deaf students no longer are restricted to this one college — for decades, deaf students have thrived at programs located elsewhere around the country.

Upon Jordan’s retirement a few years back, the Gallaudet Board of Trustees, having very little accountability to the taxpayers funding the school, deemed Jordan worthy of the highest federal retirement package in the nation — $375,900, per year.

Media requests for comments from Dr. Jordan were ignored.

Those within the deaf community say talking about the retirement pay issue amounts to “bickering.” Some Gallaudet faculty members have made inane arguments like ‘NBA players get paid more’  to stop debates — completely forgetting that taxpayers  pay Jordan’s retirement and their own salaries. This suggests many live in a bubble of EXPECTATION of federal support — not the demonstrating of DESERVING  federal support.

This expectation has manifested itself elsewhere — including the defrauding of the federal government by video relay services — many, if not most of the 26+ and counting indicted people have ties to Gallaudet. Indeed, many of the ringleaders have ties to one particular fraternity on the D.C. campus.

There is a juicy story here worthy of investigation by the Washington Post.

Back to Jordan. Excessive, irresponsible and maddening as some say? I have to agree. Dr. Jordan, do the right thing – cut your retirement benefit to $150,000 a year and return the rest to the U.S Treasury and become a man of great respect!

Fallout from Libra “drag queen or trans woman?” tampon ad continues . . .

THE GUERRILLA ANGEL REPORT — Citing that the controversial Libra tampon ad could incite prejudice against transgender people, trans advocacy organizations harshly criticized the Australian Advertising Standards Bureau earlier approval of the ad. They’ve said the actions of the ASB amounts to “spitting in the face” of those working to reduce violence against transgender people. It is reported 70 people have filed a complaint with the ASB.

Sending the wrong message that because transgender women cannot menstruate, they’re not ‘real women’ was particularly hurtful advocacy organizations say.

National LGBT Health Alliance’s Warren Talbot: “The difficulty is that it does not distinguish between drag queens and transgender women. It’s certainly unhelpful and potentially fuels ignorant and uninformed views.”

Sally Goldner of Transgender Victoria: A big issue we face is violence in toilets because we don’t meet people’s expectations … and [the ASB is] effectively spitting in the face of people trying to stop violence against transgender people.”

The ASB, however,  states the ad “does not demean women who do not menstruate, nor does it demean or vilify transgender people and does not vilify men who dress as woman.”

The news reports I looked at did not state the trans advocacy organization’s end game for this matter.

Is the updated Canadian Aeronautics Act excluding some transgender people from flying?

Updated Canadian air regs appear to prevent pre-op and transiting trans from boarding planes.

THE GUERRILLA ANGEL REPORT — Admittedly, I’ve spent hours trying to google some sense into this without finding satisfying results. It is clear, however, that a look at the updated Aeronautics Act regs at the Canadian Department of Justice website raises a few eyebrows, particularly this one:

“Sec 5.2(1)(c) of the ID screening regs of Aeronautics Act: “An air carrier shall not transport a passenger if the passenger does not appear to be of the gender indicated on the identification he or she presents.”

This would make it difficult, if not impossible for pre-op or transiting people to board planes.

There is more we need to find out here and is not much else available to report other than what I’ve stated. I suspect there will more to come later and I will update this post.

[UPDATE: Idaho senate kills pro-trans bill] Idaho grass roots group trying to get transgender people added to state Human Rights Act

THE GUERRILLA ANGEL REPORT — [UPDATE:  See below.] A local grass roots group is hoping again, to push the state legislators into adding the words  “sexual orientation” and “gender identity” to Idaho’s human rights act. Tireless effort to do so has been underway since a 2006 poll showed firing a trans or LGBT employee shouldn’t be legal. The Idaho legislature, however, has always shut them out.

This month at the opening of the 2012 session, the group tried again, this time backed by a creative “Add The Words” sticky-notes campaign, attempted to deliver notes from hundreds of Idahoans state-wide to the legislature. However, according to “Add The Words” spokesperson Mistie Tolman, they were stopped by a state trooper and shut out of the chamber.

On the way out group member Lisa Perry posted a few sticky-notes and Cody Hafer read this statement: ” . . .  Our sticky notes are simply words, not a permanent fixture, just our calm way of respectfully and quietly bringing the voices and stories of thousands of Idahoans here. It’s time for our Legislature to add the words ‘sexual orientation’ and ‘gender identity’ to Idaho’s Human Rights Act so that our gay and transgender friends are included in our fair employment, housing and education laws.”

Mistie Tolman in The Idaho Statesman: “There are many challenges the Legislature faces to find ways to help Idahoans. But there is one simple thing our elected officials can do for Idahoans with very little effort: They can add the words. We intend to share the stories of those who have no voice until our state’s governing body decides it is time to do the right thing and include all Idahoans in the Human Rights Act. It is time to change the experience of those who live in fear.”

That last line is reason enough to add the words: “It is time to change the experience of those who live in fear.”

UPDATE Feb. 11, 2012: The Idaho state senate killed the “Add The Words” bill. Two Democrats for, 6 Republicans against. It didn’t get out of the committee.

New HUD/FHA fair housing rules for transgender people to become effective Feb. 28, 2012

THE GUERRILLA ANGEL REPORT — First, Federal Housing Administration (FHA) programs administrators will no longer be able to inquire to an applicant’s gender identity or sexual orientation status, nor can it be used for decision-making in FHA programs.

Secondly, all organizations and landlords running HUD (Housing and Urban Development) insured or HUD-assisted housing will be required to serve trans and LGBT people looking for housing. This includes religious organizations — they will not be able to discriminate against trans and LGBT people for “religious reasons” and continue to get federal funding — they’ll either have to provide housing to everyone equally or rely solely on private funding if they wish to discriminate for “religious reasons”.

With this being federal law, there are no longer location-by-location or church-by-church exceptions — when it comes to these HUD and FHA programs, trans people are protected, period.

HUD Secretary Shaun Donovan: “With this proposed rule, we will make clear that a person’s eligibility for federal housing programs is, and should be, based on their need and not on their sexual orientation or gender identity.”

Lesbian ‘torture clinics’ — Ecuadorian gov’t to finally shut them down

THE GUERRILLA ANGEL REPORT — It is as horrific as it sounds — underground “rehab  clinics” to torture and abuse lesbians into becoming straight. Physical, sexual and psychological abuse along with shackling and torture are some of the techniques used by these government-endorsed groups to “cure” lesbians from a “sickness.”

Women’s rights groups in Ecuador recently succeeded in convincing their government into reversing their stances and shut all the clinics, and reeducate the public about Ecuador’s incorrect previous stance on lesbianism.

Ecuadorian rights group Fundacion Causana spokesperson Karen Barba: “After years of campaigning about the practice of torture rehab clinics that claim to cure homosexuality, the Ecuadorian government has committed to deconstructing the belief that homosexuality is a sickness.”

Pakistan Supreme Court gives trans people the right to vote

THE GUERRILLA ANGEL REPORT — Prompted by a petition from an activist, an estimated 80,000 transgender people living in Pakistan were granted the right to vote by the Pakistan Supreme Court.

Registration has started in several provinces and eventually will expand to the others.  The Pakistan National Database and Registration Authority (NADRA) will issue national identity cards during the registration.

There are several cultural “naming” conflicts hindering the process for some, but the Supreme Court is expected to resolve these as well. Supreme Court Chief Justice Iftikhar Chaudhry also stepped in to cancel  registration “fees” the NADRA attempt to impose on trans people attempting to register.

Canadian equivalent of Girl Scouts – the Girl Guides – considering transgender youths

THE GUERRILLA ANGEL REPORT — No doubt prompted by the on goings in the United States, the Girl Guides of Canada are being pressured whether they’ll be opening their doors to trans kids.

CEO Deborah Del Duca of Girl Guides of Canada: “Our board is seeking advice from medical and law professionals, and will deal with requests on a case-by-case basis”.

There isn’t much else to report at this time however I hope when faced with a case, the Girl Guides welcome trans kids into their organization and avoid a needless showdown.

It is interesting the Canadian Boys Scouts equivalent — Scouts Canada — avoided having this dilemma by progressively opening their doors to both boys and girls back in 1998!

March 2011 murder of trans woman Marcal Tye — unsolved and not a hate crime?

Trans woman Marcal Tye's murder still unsolved.

THE GUERRILLA ANGEL REPORT — This trans murder in Arkansas came to my attention because of a supposed decision by the county sheriff that the murder wasn’t a hate crime. Tye was shot in the head and her body dragged for hundreds of feet on March 8, 2011 — this much appears factual after reviewing a number of news reports. Beyond that, the whole case appears thin as does the claim it was the sheriff who decided it wasn’t a hate crime. Some reports say it was the FBI who made that decision. Others said it was the Department of Justice. A few contributed it to “federal authorities”. The non-hate crime decision was apparently based on evidence that supposedly indicate that Tye was dragged by a car “accidentally”.

All this is rather unimportant now in the light that the St. Francis County sheriff still have very few clues as to who killed 24-year-old Marcal Tye. The DNA evidence found at the scene along AR Hwy 334 was not helpful according to Sheriff Bobby May. May also stated a witness may have seen the car, but again, not enough evidence to pinpoint a killer.

Discussion forums have posters making unsubstantiated and varying claims about who the killer may be, but in common is the claim that a number of trans people have been killed in that area of the state over the years.

Romney supports an anti-trans organization who says trans are sexual predators

Romney supports an anti-trans org.

THE GUERRILLA ANGEL REPORT — Yep, Mitt Romney’s tax returns show he supports the actions of a trans-hate group that use fear mongering to discourage passage of a Mass. transgender rights bill. [An Act Relative to Transgender Equal Rights]

Tactics include, yep again, focus on the “danger” of having trans people in public bathrooms. Indeed, the Massachusetts Family Institute unleashed a trans-hate “Who’s going to be waiting for your wife and daughter?” media campaign in an attempt to get the bill defeated.

From their website: “We are opposed to the “Bathroom Bill” because of the chilling effects that it will have on the privacy, safety and modesty of all residents, especially children and women.”

To sum this up in one sentence: they are implying that transgender people are sexual predators. And GOP presidential contender Mitt Romney gave them his blessing.

Vote accordingly.

Note: This bill was signed into law in Jan. 2012.

Autumn Sandeen: transgender Bathroom Issue is a red herring.

THE GUERRILLA ANGEL REPORT — Ms. Sandeen is right — the conservative right is using a fear mongering tactic to sway voters away from the facts, and their ultimate goal — oppressing trans people and preventing them from attaining equal rights.

By fostering fear in the minds of many through the use of blatantly false claims about “trans predators” in the ladies restroom, they’re changing the national conversation from civil rights to ‘trans people in our bathrooms’.

This fear mongering was done in the past when opponents of the ERA (Equal Rights Amendment) said unisex bathrooms would be the result of passing the ERA.

When it comes to civil rights, Bathroom Issues should NEVER enter the discussion. Period. When conservatives bring it up, call them on it — they’re out-of-order.

[UPDATED] Nebraska state senator introduces bill to prevent local transgender-LGBT anti-discrimination ordinances.

THE GUERRILLA ANGEL REPORT — [UPDATED 2-21-12: This bill is now scheduled to be heard before the legislature's Judiciary Committee this week. See below.] Nebraskans want uniformity, the senator says, but make no mistake, this is an anti-LGBT bill. State Sen. Beau McCoy says  local anti-discrimination laws create a “patchworks quilt” of uneven laws across the state — if there is to be an anti-LGBT discrimination law, it should be at the state level only.

This is a smokescreen. Indeed, in Omaha, another LGBT protection ordinance is being proposed and this “uniformity” law would prevent the ordinance from becoming law.

The senator is refusing to say if he’d support a statewide anti-LGBT discrimination bill because it ‘isn’t on the table.’

Don’t fall for this political manuever to head off Omaha’s attempt to get transgender and gay people in a legal protected class. Nebraskans, call your state senator and get this bill killed.
